Usually, yes. The audit is the best starting point when the problems are broad or unclear. If the need is narrow and obvious, Boost may recommend going straight into a specific product or setup project.
Sometimes. Boost can take on narrow, clearly defined internal software projects where off-the-shelf tools are the wrong fit. That is not the default starting point.
